Non-Executive Directors – Care Quality Commission (CQC)
The Secretary of State for Health and Social Care is looking to appoint 3 Non-Executive Directors to the CQC, one of whom will be Chair of the Commission’s Healthwatch England Committee (HWE). The CQC is the independent regulator of health and adult social care providers in?England. Its purpose is to ensure health and social care services provide safe, effective, compassionate, high-quality care and the regulator encourages improvement, where providers fall short of CQC’s fundamental standards.
As a Non-Executive Director, you will be responsible for helping to ensure the CQC is a successful organisation - in terms of its effectiveness as a regulator, making sure that health and social care services provide safe, high-quality care, and as an employer. Non-Executive Directors play a key role in ensuring continuous organisational improvement, high performance management, excellent customer focus and service delivery, scrutiny, challenge, fairness, accountability, and effective corporate governance.
The HWE Chair will lead the HWE to determine its business priorities and fulfil its duties, which are expected to focus in particular on supporting local Healthwatch organisations. The Chair will take part in the selection of Committee members and key staff, ensuring their high performance and effectiveness through regular appraisal.
With a strong track record of achievement, applicants must demonstrate an ability to guide the CQC’s strategic direction, an understanding of corporate governance and a commitment to the principles of public service. With excellent communication skills, they must also be able to show an ability to focus on innovation, culture change, and care quality, and bring experience in one or more of the following areas:
• Digital and technology
• Business sector experience
• Innovation, culture change, and care quality
• Adult social care
• Human Resource / Organisational Development experience
To be considered for HWE Chair applicants must demonstrate an ability to listen to people’s experiences as service users or consumers and act on these to improve services and apply to policy and oversight. They must possess credibility with government, system and professional leaders and have the ability to grow and maintain HWE’s profile and authority. The Chair must also act as a champion for health and social care users and be able to demonstrate a commitment to the equality and diversity agenda. It would also be preferable that candidates have experience in transforming theory into practice.
Remuneration will be £7,883 per annum for a time commitment of 2 to 3 days per month. The Chair of HWE is remunerated at £30,000 per annum for a time commitment of 2 days per week for both roles (including being a CQC NED). The Secretary of State for Health and Social Care determines the length of appointment, which may be for up to a maximum of 4 years.
